- In a small bowl combine water, tomato juice, parsley, oregano, tyme, and garlic powder together
- In a medium saucepan melt 1 tbsp of butter, add onion and bell peppers, saute till onion is translucent
- Add next tbsp of butter and melt
- Add rice and saute for 2 minutes
- Slowly add water mixture till sizzling stops
- Add rest of liquid and bring to full boil
- Sprinkle parmesan cheese on top
- Reduce heat to simmer
- Cover and simmer for 18 minutes. Serve and enjoy
