  • In a small bowl combine water, tomato juice, parsley, oregano, tyme, and garlic powder together
  • In a medium saucepan melt 1 tbsp of butter, add onion and bell peppers, saute till onion is translucent
  • Add next tbsp of butter and melt
  • Add rice and saute for 2 minutes
  • Slowly add water mixture till sizzling stops
  • Add rest of liquid and bring to full boil
  • Sprinkle parmesan cheese on top
  • Reduce heat to simmer
  • Cover and simmer for 18 minutes. Serve and enjoy
